COVID-19: Bukan Masa Sesuai Kerajaan Laksana GST – Ahmad Maslan

KUALA LUMPUR, 26 Nov – Setiausaha Agung UMNO, Datuk Seri Ahmad Maslan berkata mungkin kerajaan sekarang tidak mahu cukai yang tinggi tapi tiris namun menganggap bahawa Cukai Barang dan Perkhidmatan (GST) tidak akan dilaksana dalam keadaan COVID-19 ini.

Jelasnya, masa ekonomi baik atau masa yang sesuai baru boleh dilaksanakan GST dengan kadar rendah 4-5% dan sekarang biarlah cukai yang tinggi 10% Cukai Jualan dan Perkhidmatan (SST) dahulu.

“Namun kerajaan dan rakyat terpaksa menerima kerugian besar akibat ketirisan cukai yang bernilai berbilion ringgit. SST tinggi 10% dan ada dua cukai (cukai jualan 10%, cukai perkhidmatan 6%). Ada juga isu lain iaitu caj perkhidmatan 10%.

“GST cuma satu cukai iaitu 6% atau kurang daripada itu seperti 4-5% boleh dibuat. Kutipan RM44B pada 2017/18 sebab ianya merentasi produk dibanding SST cuma RM21B sebab ketirisan, tidak cekap, penipuan, transfer pricing dan lain-lain.

“Ke mana kutipan GST dibelanja? Tentulah dipulangkan kepada rakyat semula dalam bentuk emolumen, pembangunan, subsidi, BR1M dan lain-lain,” katanya kepada UMNO Online, hari ini.

Ujarnya, tahun 2020 ini kerajaan kurang pendapatan RM42 bilion dan pasti jika ada GST RM44 bilion boleh membantu.

“Tahun 2021, kerajaan berhutang RM85 bilion sebab tiada hasil yang besar seperti GST… tapi rakyat Malaysia juga tak ingin yang tinggi 10% SST itu dan pelbagai cukai baru yang lain masa Guan Eng seperti cukai digital, cukai soda, cukai pelepasan, cukai RPGT dinaikkan, duti setem dinaikkan, cukai petak dan lain-lain.

“Itu antara sebab maka rejim PH-Dap kena maki hampir setiap hari selama 22 bulan.”

Dalam hal ini, beliau yang juga Ahli Parlimen Pontian dan pernah digelar ‘Tok Mat GST’ bersetuju bahawa pelaksanaan dan penerangan GST kena tepat dan penguatkuasaan mesti berkesan, terutama tentang harga barang dan sabotaj ekonomi oleh peniaga-peniaga yang tidak beretika.

“Contoh, roti canai tak boleh naik harga sebab tepung zero rated, minyak masak zero rated, gas masak zero rated. Teh tarik juga… air paip zero rated, susu zero rated, gas masak zero rated, gula dan serbuk teh zero rated maka kenaikan juga patut zerolah. Tak naik harga.

“Ikan, ayam, lembu, kambing, beras, sayur, buah, tepung, mee, makanan laut, dan makanan mentah hampir semua zero rated. GST Malaysia istimewa, tidak seperti 170 negara-negara lain.

“Perabot, kereta, handphone, pakaian, kasut, bola, alat solek, barang binaan dan lain-lain sekarang ini ada 10% SST. Bila GST, patut buang 10% ganti dgn 6% maka turunlah harga 4%. Bukan kekal 10% SST campur 6%”

Tegasnya, sekiranya dengan GST maka naik harga 16% maka salah besar pengiraan itu.

“Sengaja salah kira sebab ambil kesempatan dan etika mereka zero. Jika ditanya peniaga yang beretika, mereka dengan jujur akan sebut lebih suka GST sebab kadarnya rendah dan ada tax refund yang bantu kurangkan kos perniagaan.

“SST tiada elemen tax refund atau input tax credit. Perniagaan pula jadi teratur kerana semua mesti ada resit, invoice, bills dan lain-lain,” katanya lagi.

Terdahulu, Menteri Kewangan Tengku Datuk Seri Zafrul Tengku Abdul Aziz dipetik berkata selain memperkenalkan semula GST, kerajaan turut meneliti pencukaian-pencukaian baharu yang bersesuaian dan kajian mengenai cukai-cukai terbabit telah dilaksanakan oleh jawatankuasa khusus yang telah ditubuhkan. – UMNO Online

Not the right time to reinstate GST – Ahmad Maslan

KUALA LUMPUR, Nov 26 – UMNO Secretary-General Datuk Seri Ahmad Maslan said the current government may not want high taxes, hence he and assumes that the Goods and Services Tax (GST) will not be reinstated during this COVID-19 situation.
However, he said it can be implemented at a lower rate of 4-5% compared to the 10% Sales and Service Tax (SST).
“The government and the people have to incur huge losses due to tax leaks worth billions of ringgit. SST is as high as 10% and there are two taxes (sales tax 10%, service tax 6%). There is also another issue which is the 10% service charge. GST is just a tax of 6% or less, say something like 4-5% can be introduced. Collection of RM44B in 2017/18 is because it crosses the product compared to SST at only RM21B due to leakage, inefficiency, fraud,  transfer pricing  and others.

“Where is the GST collection spent? Of course, it will be returned to the people in the form of emoluments, development, subsidies, BR1M and others, “he told UMNO Online, today.
He said, in 2020, the government will have less revenue of RM42 billion and it is certain that if there is GST, RM44 billion can help. “That is one of the reasons why the PH-DAP regime has been ridiculed almost every day for 22 months.”
In this regard, he who is also the Member of Parliament for Pontian and was once called ‘Tok Mat GST’ agreed that the implementation and explanation of GST must be accurate and enforcement must be effective, especially on the price of goods and economic sabotage by unethical traders.
“For example, roti canai cannot rise in price for flour is zero rated, cooking oil is zero rated, cooking gas is zero rated too. Teh tarik is … water pipes is zero rated, milk, sugar and tea too. There shouldn’t be a price increase.
“Fish, chicken, beef, mutton, rice, vegetables, fruit, flour, noodles, seafood, and raw foods are almost  zero rated. GST Malaysia is special, unlike 170 other countries. Furniture, cars, mobile phones, clothes, shoes, balls, makeup, construction items and others now have 10% SST. If they are under GST, we should throw away 10% instead of 6%, and the price will drop by 4%. Not a permanent 10% SST plus 6%.”
Strictly speaking, he added if it rises by 16 per cent, then the calculation is wrong.
“Deliberate miscalculation is the reason for some to take advantage of it. If we ask traders, they will honestly say they prefer GST because the rate is low and there is a tax refund that helps reduce business costs. SST has no tax refund element or tax credit input. Business is well-organised because everyone must have receipts, invoices, bills and others,” he added.
Earlier, Finance Minister Tengku Datuk Seri Zafrul Tengku Abdul Aziz was quoted as saying that apart from reintroducing GST, the government was also examining the appropriate new taxes and a study on taxes involved had been carried out by a special committee that had been set up.
